Ned Helme is the Director for the Center for Environmental Public Policy. He founded and served as the President of the Center for Clean Air Policy, an internationally-recognized climate and energy policy think tank with field offices in Europe and several developing countries. In this capacity, Ned advised Members of Congress, state and international governments, the European Commission and developing countries on climate and air quality policy and finance issues, including market-based approaches as well as innovative non-market approaches. A noted speaker and facilitator, Ned facilitated agreements between a number of nations on climate finance in the recent Paris Climate Agreement. He has also served as Director of the National Governors’ Association’s Natural Resources Division and as Legislative Director to a Member of the US Congress.
